The whole idea of “running government like a business” is stupid and makes zero sense since a government is NOT a business and its goals are not to increase shareholder value. But even if you buy into that idea, what Trump is doing is not managing government like a business. Only his businesses that went bankrupt. This is management by ignorance and chaos I doubt you find a MBA course on that.
